PROFALCAM: The North-West Regional office is inaugurated

On April 06th 2023, the President of PROFALCAM installed the 10 members of the Platform’s North-West regional office.

In accordance with the texts of the Platform of Promoter of Local Flour in Cameroon (PROFALCAM), the Chairman of the Board proceeded on Thursday 06th April with the installation of the bureau Executive Committee members of the North-West region. The Executive Committee is made up of 10 members coming from various Divisions in the locality. It comprises: a president (Tanifum Nathaniel Fuh), a vice-president N°1 (Encho Nelson Eyo), a vice-president N°2 (Andebit Onyama Philip), a secretary (Ngo Abdulai Banfogha), a treasurer (Catherine Njweng Tamanji), a technical adviser N°1 (Ndichengoh Salifu Bah), a technical adviser N°2 (Felicia Njang), a technical adviser N°3 (Yufenyuy Berinyuy Frankline), two adviser (Lucy Ngan Mbang and Kana Yakuba G).

Elected for a renewable 4-year term, the Board is a regional representation of the platform. It is made up of 50% of members from the producers’ college (5), 30% of members from the processors’ college (3) and 20% of members from the distributors’ college (2). Voting by list took place on the basis of a committee of three members, including a chairman and two reporters.

The arrival of PROFALCAM in the North-West region was welcomed by all. Of the 105 members around the platform in this part of the country, 95 were present. Important personalities also made their presence felt at the inauguration. During the ceremony, which took place in the conference room of the MINEPAT regional delegation, some of them took the floor. The governor’s representative, the MINEPAT regional delegate, the MINADER regional delegate and others all affirmed the government’s desire to work hand in gloves with PROFALCAM to promote local flours in Cameroon.

For the Mayor of Bamenda City Council, PROFALCAM will be a great help and support for local people with agricultural projects in these areas. In fact, it is closely in line with a support project for cassava producers initiated in the region a few years ago. The MINADER delegate was keen to encourage and advise the newly elected representatives. He particularly urged them to take their work seriously and to put a great deal of effort into accomplishing their tasks.

The ceremony to install the North-West office also provided an opportunity for several members of PROFALCAM staff to pick up their duties. These included 11 technicians from the platform’s West/North-West zones. They were installed in their respective posts by the Permanent Secretary of PROFALCAM, Medjiengoue Jean. He gave them a great deal of encouragement and advice on the implementation of PROFALCAM’s activities in the locality. The new members of staff, like all the members of the national staff, have the task of helping the various actors in the flour value chain to achieve their objective. In other words, to make flour that is competitive in terms of quality and price available nationally and even in the sub-region.

III tax measures to promote investment in Cameroon

Structural and administrative measures to improve the business environment

Simplification of declaration and payment obligations through the introduction of remote declaration and remote payment procedures for taxes, duties and fees.

Dematerialisation of litigation procedures and the issuing of tax documents (registration certificate, certificate of non-taxation, tax notice and deferment of payment).

Reduction of dateline to set up a business from 90 days to 72 hours, by setting up business creation formalities centres (CFCE);

Strengthening the support available to SMEs through the creation of the Centres de Gestions Agrées (CGA). Members of these centres benefit not only from tax and administrative support, but also from a 50% allowance on declared taxable profits.

The general framework for investment promotion in Cameroon is Law №2013/004 of 18th  April 2013 laying down incentives for private investment in the Republic of Cameroon.

For new businesses; in the installation phase (over a period not exceeding 5 years)

For new companies setting up:

Internal taxation

  • Exemption from registration duties on leases, property transfers, supply and concession contracts and capital;
  • Exemption from value added tax (VAT) on the supply of services from abroad and on imports;
  • Exemption from business tax for the duration of the start-up phase.

 Gateway taxation:

  • Exemption from taxes and customs duties and direct removal of equipment and materials related to the investment programme;
  • Direct removal of equipment and materials related to the investment programme during customs clearance.

During the operating phase (for a period not exceeding 10 years)

Internal taxation

  • Reductions in corporation tax, income tax and capital gains tax ranging from 25% to 75%;
  • Deferral of losses until the fifth financial year following the year in which they arose;
  • Exemption from registration duty on loans, property transfers and capital;

Gateway taxation:

  • Reduced rate of 5% of customs duties on equipment imports.

Existing companies benefit for a period not exceeding 5 years:

Internal taxation :

  • Reduction in corporation tax or tax on profits on the basis of 50% of the amount of the investment, up to a maximum of half the declared profit, with the possibility of carrying forward over 4 financial years.

Gateway taxation

 Reduced customs duty rate of 5% on equipment imports.

Tax measures to promote private sector investment, as provided for in the General Tax Code.
